【摘要】:ThisEuropeanPrestandardspecifiestheinterfacesforclearingbetweenoperatorsandgivesaframeworkofthecommonmessagestructureanddataelementstobeusedontheinterfaces.ItsobjectiveistomakethetransferofpaymentandElectronicFeeCollection(EFC)relateddatapossiblebothbetweendifferentpaymentsystemsandbetweendifferentoperatorssuchascollectionagents,clearingoperators,orprovidersofpublicandprivatetransportservices.ThisEuropeanPrestandardsupports:a)differentpaymentmodes(e.g.pre-payment,post-payment);b)awidevarietyoftransportandtransportrelatedservices(tolling,parking,ferry/bridge/tunnel,publictransport,paymentforrouteguidanceetc.);c)operatorservices(co-ordinationbetweencollectorsofmoneyandchargepointsetc.);d)securityandprivacy.ItisnotwithinthescopeofthisEuropeanPrestandardtodefineadministrativeproceduresandorganisationalstructures.Thespecificationofahigher(e.g.pan-European)levelinter-operablepaymentsystemisoutsidethescopeofthisEuropeanPrestandard.NotdescribedwithinthisEuropeanPrestandardareindirect(external)participantssuchasauthorities,enactinggeneralorspeciallegislationconcerningthepaymentsystemandothernationalregulations.Themodelspresentedinthisstandardaregeneric.Simplesystems(closedsystems)canbedesignedbyselectingsubsetsoftheinterfaceframeworkdescribedherein.
